What We Do

We advocate for effective, long-term solutions to West Virginia's electricity rate crisis.  We are currently building support for comprehensive policies that will promote and drive a market for energy efficiency and demand response (SEE WHAT WE WANT).  We do this through advocacy at the legislature, Public Service Commission, and general public outreach.

Public Service Commission:
Energy Efficient West Virginia was started as a result of Appalachian Power's 2009 request for a 43% rate increase.  We intervened in that case, arguing that Appalachian Power should help its customers mitigate the impacts of such an immense rate increase by offering energy efficiency programs.  As a direct result of our intervention, Appalachian Power is this year launching a pilot, 2-year energy efficiency program. 

We also intervened in the 2010 case before the Public Service Commission for the merger of Allegheny Power with FirstEnergy Corp, arguing that some of the savings expected from this corporate merger should be returned to ratepayers in the form of better efficiency programs.  As a result of our intervention, FirstEnergy has proposed an energy efficiency plan for their West Virginia service territory, which we are working to strengthen (LINK).

State Legislature:
We are pushing for statewide policy that would require stronger investments in energy efficiency and demand response, such as an energy efficiency resource standard (see CURRENT CAMPAIGNS).  The energy efficiency resource standard proposed in WV would set targets for utilities to reduce per capita electricity consumption by 15% by 2025 and perk capita peak electricity demand by 15% by 2025.

We recognize that West Virginia's utilities may not be the best entities to offer energy efficiency programs - our utilities are in the business of selling more power, not less.  In states that are meeting aggressive energy efficiency goals, utilities have either been incentivized to promote energy efficiency, or energy efficiency programs are being offered by independent, statewide third party agencies.  [FINISH THIS]
